Policy and practice on Youth and Employment

The European Commission set up a structured dialogue between young people and the EU. This process is coordinated by the Trio Presidency countries and their respective youth councils, together with the European Commission and the European Youth Forum. Each of the 27 EU Member States is asked to set up national working groups to consult young people and youth organisations at the local, regional and national levels about a certain topic. The Trio Presidency Spain-Belgium-Hungary put forward the hot issue of Youth and Employment.

Over a 100 young people from all over Europe who were involved in the national consultations came together in Leuven for the EU Youth Conference. In several workinggroups, they, discussed matters of Youth and Employment with each other and with policy makers from the 27 EU Member States. At the Conference the results of the national consultations were gathered and the next step in the process prepared.

All the participants worked together in thematic workshops with the objective to fine-tune the recommendations from the national consultations and to address them towards the appropriate level or institution (EU, Members states, young people and their organisations,...) and to investigate what the contribution of youth policy can be. This resulted in about 40 joint recommendations (.pdf) identified by young people and policy-makers.

During its EU Presidency, Belgium will submit the interim results of the structured dialogue process to the EU Council which will free the way to political results during the Hungarian Presidency in the first semester of 2011.

Also the DG’s Youth from all EU Member States met in Leuven.
The European Commission presented the state of play within the flagship initiative Youth on the Move. After an exchange of views, an update was given on the progress in the implementation of the Renewed Framework on Cooperation in the Youth Field, which was adopted in November 2010.
The second part of the meeting focussed on tools and mechanisms for Knowledge and Evidence based Policy Development. 4 presentations were made.
Howard Williamson gave the perspective from a researcher, whereas Finn Denstad, Hanjo Schild and Koen Lambert highlighted initiatives from the European Commission, the EU-Council of Europe Youth Partnership and from the Salto – Youth Research Centres.
